PHILIPPS, WOGAN (2nd Baron Milford), (1902 - 1993), politician and artist Born at Manor House, High Street, Brentwood, Essex, on 25 February 1902, the eldest child of Laurence Richard Philipps (1874-1962) and Ethel Georgina Speke (1879-1971).
