Born 3 March 1823, the son of Richard Hughes (1794 - 1871), Wrexham and his wife, Anne. He was educated at Fairfield (Moravian) and Bridgnorth grammar schools. He served four years as publisher's apprentice with Simpkin & Marshall, London (1844-8), and returned to his father's publishing house in Church Street, Wrexham. He attended the Frankfurt-on-Main Peace Conference in 1848. He was borough and county magistrate, moderator of his presbytery, president of the Wrexham Liberal association, and prominent in several other associations and companies. He married Catherine Lewis (1830 - 1867) [see Lewis, Sir J. H. ], of Penucha, Caerwys. His fine business acumen enabled him to enlarge the publishing business of Hughes & Son which his father had founded in 1820. He died at his home, Brynhyfryd, Wrexham, 24 March 1886.
