Born in the parish of Llanrhystyd, Cardiganshire, possibly at Rhyd-las, the son of David and Mary Evans (?). He received his education at Ystrad Meurig school and was curate of Llanddeiniol, Cardiganshire, from 23 September 1804 until 22 September 1805, when he became vicar of Brawdy and Hays-castle, Pembrokeshire. On 4 August 1807 he was appointed vicar of Llangunllo, Radnorshire, and from 15 June 1825 onwards he held the livings of Llanddewi'r Cwm and Builth besides. He died at Builth early in 1843.

He was the author of An Elegy on the Death of the Rev. John Jenkins, M.A., late vicar of Kerry (Ludlow, 1830), and The Cambrian Muse habited in English Costume (Llandovery, 1840). Another work attributed to him is Awen-Gerdd Debygawl a Dynwaredawl, ar destun-ymadrodd Teetotalaidd (Llanymddyvri, 1839).
