Born 30 June 1813 at Wrexham, son of Richard Briscoe, druggist; educated at Ruthin School and Jesus College, Oxford; B.A. (First Class Lit. Hum., 1833; M.A., 1836; B.D., 1843; D.D., 1868). Ordained deacon 1836, priest 1837, by the bishop of Oxford; Fellow of Jesus College, Oxford, 1834-59; tutor, 1835-9 and 1843-57; vice-principal, 1849-58; perpetual curate of Henllan, Denbighshire, 1830-40; vicar of Holyhead, 1858-95; surrogate, 1858; chancellor of Bangor cathedral, 1877.

Briscoe was an excellent scholar in ancient and modern languages, including Welsh. In 1851 he translated into Welsh from the German, Ellendorff's 1st Petrus in Rom und Bischof der Romischen Kirche gewesen? He also translated the following O.T. books from the Hebrew : Isaiah 1853, Job 1854, Psalms and Proverbs 1855, and, in 1894, the New Testament into Welsh with the readings adopted by the English Revised Version. He died 16 February 1895. His library was presented to Bangor cathedral library.
