son of Edward Phillips of Llanfaredd, Radnorshire. He became a member of Jesus College, Oxford, 8 November 1734, 'at 18 years of age'; B.A. 1738. He was rector of Maesmynys, near Builth, 1740-76. Although, in all probability, he was at first opposed to Methodism, he invited John Wesley to Brecknock in 1743 and from that time on supported Methodism - both Wesleyan and Calvinistic.
