Born probably at Oswestry, son of Thomas Penson, county surveyor of Denbighshire and Montgomeryshire. Following in his father's footsteps, he became in 1857 county surveyor of Carmarthenshire and Cardiganshire. He was also an antiquary (F.S.A., and a figure in the Cambrian Archaeological Association), and a painter in water-colours. He was a great ‘restorer’ — he restored the mansion s of Dynevor and Bronwydd, and some two dozen churches in the old S. Davids diocese, besides erecting parsonages and schools. He died at Ludlow 22 May 1885 ‘in his 71st year.’

He was born 19 June 1815, in Overton, Flintshire, not Oswestry. His mother was Frances (née Kirk) and his wife was called Clara Maria. He lived at Cilyrychen, Llandybïe, Carmarthenshire, in 1871.
