Born at Bron-y-berllan, Denbighshire, 1853, son of Emrys Evans, Calvinistic Methodist minister. He became a bank official and went to South Africa in 1882. During the South African war he was financial adviser to the commander-in-chief (lord Roberts); in August 1900 he was made controller of Transvaal treasury and later auditor-general of the Transvaal. He was a director of Barclay's Bank (dominion, colonial, and overseas) and vice-chairman of the South African local board. From 1907 to 1910 he was a member of the Transvaal legislative assembly. He died in November 1931.
