Born at Warrington but of Welsh origin, his father having come from Caernarvonshire. He studied at Hatherley's Studio and at the Royal Academy Schools, London. Charles was a frequent exhibitor at the Royal Academy and other London galleries for almost forty years of his life. Two of his works - ' The Village Road ' and ' Winter,' both of them oil paintings - are in the National Museum of Wales. He died in 1906.
